It feels somehow wrong that no NPCs tell us how close a bivoac is to being destroyed. Tolkien does an excellent job of explaining why, and he's a respected authority--if you allow me to generalize--on the creation of good fiction, something important not just for novels, but for many other things, including FFXI.
The first time I commented on this, the quote I chose was more to the point. It was Neil Gaiman saying that Terry Pratchet asks, of his fiction, something like "If it were real, what would it be like?" Well, if there really were manned bivoacs that could fall apart, and adventurers delivering supplies that could prevent that, either someone would tell them where the supplies were most needed, or there would be an explanation as to why there wasn't. Every time the issue of a bivoac having fallen apart comes up is one of the moments when disbelief arises that Tolkien is talking about.
Understand, it's not that I read this stuff and now things bug me that didn't used to. The ideas in what I quoted have been obvious to me for a long time. It's just that they express them extremely well, and of course with more authority than if I had only posted my own words.

Ceizak finally hit 60% on Bahamut and saw many upgrades to the zone. Natural Hindrances raised to lvl 1, Gathering lvl 2, and Spoils lvl 2. All were 1 less at 59%.
So far, the trend seems to be:
30%: Spoils lvl 1
40%: Gathering lvl 1
50%: Enemy Numbers lvl 1
60%: Natural Hindrances lvl 1, Spoils and Gathering lvl 2
Still trying to lock down exactly what these lvls mean. As mentioned before, Spoils clearly sounds like a buff, mentioning at lvl 2 "The amount of spoils obtained in the Ceizak Battlegrounds is increasing drastically!"
While Gathering is less clear to me, as it says "The various gathering locations in the Ceizak Battlegrounds are being cultivated quickly!" Which sounds more like there'd be less of them, or perhaps moving location quicker.
Enemy Numbers lvl 1 is "The enemy population of the Ceizak Battlegrounds is increasing steadily." The effect appears to be 6 mobs spawning per side of the Col. Reives rather then 5. I haven't really paid attention to lair reives to see if there's any change. If this trend continues to the cap in the .dats of lvl 5, 10 per side could be quite the pain down the road once Reive spam dies down.
Natural Hinderances could be an annoyance in some zones where they need to be removed to pass by, but I'd imagine its a reduction in their respawn time. Haven't tested to see if this is the case. But the text is "The number of natural hinderances in Ceizak Battlegrounds is slowly increasing." Could also possibly be more spawn locations, though I've yet to revisit the area to see if this is the case.
As mentioned in other posts, I don't have the Ferocious Enemies option listed when I speak to the Scout NPC. Based on reports from others, there doesn't seem to be any pre-reqs to view this option, as some have said they could view it before they've even flagged for Naakuals. I'm flagged for them, have a KI, but have yet to enter one of the areas or fight one. I'd imagine the scouting report on them though is to give us an idea of their -DT due to col. rate %, as I've seen reports of it being at lvl 2 before we had 50% rate. Could also be based on how often its killed, though with SE saying that col. rate affects their -DT, I'd lean towards that.
If there were an NPC at each bivoac that said something like, "We're still getting organized so it's hard to say if our current level of supplies are sufficient," then I'd be mostly satisfied, although if they're down to one plank of wood and two tubes of toothpaste, someone should know they're up the creek. ;p
This all reminds me though, who else has seen a Velkk spawn right at a bivoac? I have twice. Once it walked off, but another time it lingered long enough to aggro me. It was like he had waypoint access. In this case, I do feel like I'd be reading into things too much, but I wonder if killing Velkk would help sustain bivoacs, or if part of the story might involve Velkk and/or others planning to use waypoints to invade the city.
If I remember correctly from this morning, Instant Protect gives you the equivalent on Protect III. Didn't do Shell or Stoneskin.
So... Courier's Emblem added delivery NPCs to Frontier Stations... lol.
Man I didn't even think of those. Seriously hope thats not it lol. XD The whole theme (or at least how I rationalize the idea that higher col. rate = more shit in our way) is the wilds of Ulbuka fighting back the more we push. Would hope the wilds would throw more reives at us rather then more numbing blossoms. :3
On a related note, they may need to adjust decay yet again. We just hit 61% and 32 seconds later dropped to 59%. -.-
Bee moves
Manibular Lashing - Stuns and 400-700 elemental dmg. Single target.
Vespine Hurricane - Aoe elemental dmg and magic def down + att down
Stinger Volley - Elemental Dmg + Para and Zombie status. Frontal Cone.
Droning Whirlwind - Aoe elemental dmg and single buff dispel.
Incisive Denouement - Single target. Major elemental dmg and hate reset on target.
Incisive Apotheosis - Major elemental frontal cone dmg and weaken if you don't die.
It gains blink aura after all tp moves.
Aegis def the better shield for bee. Tried all the tp moves in Ochain and Aegis multiple times.

Did anyone find out what the additional augments Inventors' Coalition's Emblem gives access to? Phoenix still doesn't have the Emblem. :/
Was about to post this as well. Does your server have 60%+ in the area you were in? Was consistantly scoring more bayld per reive then I have previously. Might be what Natural Obstructions lvl 1 adds. If so, gimme lvl 5 now plz. :3 BTW what plugin is that that reports your total earnings at the end of a Reive?
