There is literally nothing else the white house could have done to stop the bill.

As soon as the election is over people in closed rooms will have discussions regarding future weapons contracts. You'll see a plot or two uncovered, statements will be made that it was with the help of Saudi intelligence. Politicians will publicly make more stupid statements and reverse course. A year from now Fox news will surely be thanking Obama for getting us in this mess with the Saudis in the first place.

The Saudis are, after all, our best customers. At the end of the day that's what matters. This is just smoke for the election cycle.
