That is what the original thought was (hence why you would hear alot of mention suddenly about blood on the radio), but I don't believe that one was self inflicted.

Banning the casing is hardly going to do anything, there's plenty of alternatives. While you're at it, neither will banning nails, BBs or ball bearings. People fail to realize that given a little ingenuity, common household items are capable of being turned into IED's and there's jack shit they can do to stop it, other than stop the human who wants to plant it next to a crowd and set it off. Is this really happening? Wow. I mean, I get the background checks on things like guns which are designed to kill as a primary purpose, but not on something that was used against its intended design. The way I heard it described is they can ask him questions that directly relate to other threats. They can ask him if any other bombing attempts are planned or about associates who may be planning attacks. Of course at worst, it would mean anything he said wouldn't be admitted in court. I would think there's enough evidence before his testimony to make a winnable case.

The charges are federal, not state. He can also be charged with the police officer shooting in Mass and get life.
