I believe they apprehended someone they thought was him, but it was not. It was someone who was much older, but they were wearing a suicide bomb and had a dead man's switch. I'm not sure what came from that situation.
The car they stopped in Niagra Falls got called in because a National Guard guy felt they were trying to avoid them.
Net result: Car gets all it's shit inspected by robot + bomb squad for hours, cited for failure to stop at sign & not using your turn signal. Grats, guys. Now that we've had the full eye of the law on you for hours, go have a nice trip!

Did they confirm that the young woman who was held hostage was just confusing a police officer, or was there more to that?
