Non force users don't really "understand" the beep boops. If you go back and watch the movies, every scene when R2 and Luke were "talking" involved R2 being hooked up to a computer interface that translated what he said. Or C3PO was there to translate his droid speak. Galactic basic is nigh universal by every race due to trading, but some languages are still used in the Outer Rim worlds. A prominent smuggler like Han Solo or bounty hunter like Boba Fett would know Huttese or Wookie from their life experiences, for example. Pre-Empire, most force users had a kind of "universal translator" thru force mumbo jumbo.
