Yah no, bumbling fucking idiot, you can tell by how they discuss him in behind the scenes as comic relief.
No amount of tinfoil, as thought provoking as it is, will convince me he has a deeper purpose than to make children giggle.
Even if they retcon it in the sequels... not going to convince me Lucas thought this far ahead.

If all of that was the case it might have worked to have yoda vs binks, if they hadn't gone so far into the looney toon persona for binks. And it could have been that lucas had the notion of binks' character plot-wise way back, they just did a crap job implementing it.
