Its more that most games are still effectively x86 based, so they can't use more then 2 gigs if they wanted.
The fact that both consoles are using shared memory is going to be having an effect as well. Most PC games nowadays are designed around a ~2gb vram capacity at 1080p, some can use more then that (Skyrim). That number will definitely be going up, probably as soon as the next generation of GPUs comes out next year.
Sadly there will be a lot of shitty developers who will design games around the xbox specs and then lazily port them to PS4/PC. At least this means better Sony first party titles though.
How many gigs does the PS4 OS take up?
I cba to doublecheck atm, but I believe 1 gig of ram is locked from developer use.
As for size on HDD, no idea.
Do you figure it was due to Cell being a bit ahead of its time for how games were programmed prior?
A lot of the techniques developers learned to use with Cell will be more applicable than ever with the new consoles having 6'ish mutli-threaded cores for the devs to play with. Can't just throw all the processing tasks on 2-3 cores and call it a day.
Granted, the fixed amount of ram for the CPU/GPU didn't help much on multi-plats compared to 360's unified memory.
