Hit 30 last night and ran the two HM dailies along with a couple runs of HM General Assembly. HM GA is ridonculous for getting purples quickly; think I got like 8 each run and it took 15 minutes. Wish I had more time to play right now; work is nuts and I'm heading to a bachelor party this weekend and then British Columbia to ski for a week next Tuesday. I expect some DZ shenanigans with Team Hackey & Friends when I get back.
1) As Church said, ignore HM until 30. Instead do missions and side quests 1-4 levels above you; they will be fairly challenging with the level difference (effectively approximating a hard mode) and you will level insanely quickly. It probably took me 15-20 hours of actual play time to get to 30 and I still had some aimless DZ wandering and other shenanigans in there. 2-3 sidequests + a main mission per zone and move to the next generally. That should get you to 30 right as you finish General Assembly (last mission) roughly. You'll need to go back and do encounters to cap your wings in the base, but I think it's better to hit 30 quickly to start building your capped gear.
2) Don't be afraid to bail on matchmade groups right at the start if it doesn't look good (e.g. way underleveled people, afk or derp dudes who die 3x to first pack). I ran a LV 25ish mission when I was 23 and I had two 18s join me who did dick all to anything and died every 5 seconds; 23 on a 25 is already vaguely difficult and becomes pretty damn difficult with average gear trying to carry two people. Wasted an hour with them before finally bailing. Just bail and re-MM until you get an at least decent group; it's worth the loading screens and you shouldn't have to do it more than once or twice.

I need to check out more places for accuracy now. I was on this street today. It's E 41st between 1st Ave and FDR Dr (the service road) a block from the UN. Happen to be doing the General Assembly mission for the first time and ran passed (past? I'm bad at that one) it.
Can confirm stop sign, one way street at the entrance to the underpass for 1st Ave to skip some lights in front of the UN.

So at fresh 30 am I okay to hit up the HM dailies? I'm sitting at 37k DPS on primary, 32k on secondary (sniper), I think 45 or 48k HP, and 13k skill power.
Hit 30 and was going to cap the base yesterday. I'm 1 encounter from capping tech and 4-5 from capping medical and I got hit with 20 minutes of infinite loading until I gave up for the night.
You'll find the hard dailies to be, well... hard for right now. If you're around tonight, I can help you get some new gear. I'm still rocking 100% purple myself though, so we wouldn't be clearing them in 5 minutes.

I'm not sure what I'll be doing tonight. The wife and I are supposed to meet some friends around 7pm and another friend was asking my wife what we were doing later on. If I get on I'll send you a message or something, but I'll probably only be on for an hour and a half or so after work and not later on.
I'm really enjoying the game so far. I also didn't rush into it so that probably helps. Since I got the gold edition for the season pass I can imagine the expansions will keep me occupied for a while still.
I wouldn't say it was designed for PC personally. Headshots are too powerful for someone to have been playing it/balancing it on a PC lol.
For PvE I imagine it was sort of factored in, because the AI barely move unless they are rushers.
For PvP, I haven't seen a single "epic fucking rogue 199000-1 solo" video where people hit headshots on a console.
