Way I see it even if your not hype on Cloud or FF7 in general should be happy about the potential it represents. Door is open to basically everyone now.

I'm in the dark here. What parts of Ness and Sonic are banned from tournament play outside of stages?
Depends on the tournament. I know Apex and EVO's rules state that Omega stages are banned outright, or list the starting stages for striking.
As for music and victory themes, music is the obvious one. You just don't let them pick it. Victory themes means cutting the game from the stream mix and possibly the house mix at the victory screen. Depends on what Nintendo specifies.
Omegas being banned are standard in a lot of venues. Not as much for the music and such, but because omega stages have diff properties than the actual final destination. Omega lylat still has janky edges. Some stages are solid underneath, so chars like villager can't go from one side to the other from under the stage. Some stages have diff ground textures (like the grass in the sonic stage). Some allow for wall jumps and other omegas don't, etc.
Only smaller venues allow omega and it has to be gentleman's (aka both players have to agree to it)
