Funny considering that FFVII was supposed to be on N64 but Nintendo stuck with cartridges for anti-piracy reasons and NO ONE WANTED A 44 CART GAME!
FF7 was released as 1.326 GB of game data organized across three 700MB CDs.
N64 cartridges ranged in capacity from 4MB to 64MB through the console's lifespan.
If they were to directly transcribe the game data to 64MB cartridges (something only around at the end of the console's lifespan for games like Conker), it would use 21 (20.7) such 64MB cartridges.
The N64 was just over a year old in 1997 when FF7 was released, so Square would have probably only had access to the smaller 4MB and 8MB capacity cartridges, so the prospects were several magnitudes worse than you tried exaggerating (165~330 such cartridges).
They would have had to severely gut the resolution of the FMV sequences, the MIDI quality, jpeg texture res, etc. to make it all fit on something more consumable. No amount of Iwata's miracle Pokemon Gold/Silver file compression tricks would have saved them.
No-brainer to bring the property to Sony's machine. CD medium let them draw upon a countless amount of additional assets.

How much of that is dupe data though? The only raw filesize across the discs would be all of the FMVs, a few of which could have just been done in-engine anyways at the cost of a little wow factor. Regardless, for the time and budget they spent on the game, putting it on an N64 cart would have required too much additional work to try and not compromise their scope as you alluded to.
That said, Resident Evil 2 being fully intact on the N64 is still a wonder despite the compression butchering, which wasn't that noticeable by N64-standards and at 480i anyhow.

This also assumes that the PSX game was exactly the same as the N64 planned one. How much would have been cut for carts versus how much was added for discs? There's other info about Nintendo and Sony in the Super Mario: How Nintendo Conquered America but it's been too long since I last read it.

The IGN article from 1997 that appears in reference #54 on the official Ocarina wiki page says it was their first 32 MB game, twice that of the recent Banjo Kazooie. Lol at when they worried it would cost $100.
