There's no way any additional characters would require both versions. I can see new characters being released as DLC and people who own both games getting them free on 3DS or something, but locking them out completely would be insanity.

The way Nintendo did MK8 DLC, I could see them being added to both versions when you buy them.

This might be the best concept I've seen presented so far, considering future DLC or connectivity unlocks. From 4chan, go figure.

3DS and Wii U each have their own characters only normally unlockable to their respective game, and to get them as bonus characters in the opposite version you need to connect the games.

Melee veteran: 3DS - Dr Mario, Wii U - Mewtwo
Villain: 3DS - Bowser Jr, Wii U - Ridley
WTF character: 3DS - Duck Hunt, Wii U - Chorus Kids
(Semi-)Clone: 3DS - Dark Pit, Wii U, Dixie Kong

Don't know why people are only thinking of 4, theres 5 slots "missing" unless I can no longer count.
