Theres a LOT of stuff Nintendo could dip in to from the NES/SNES days alone. I'd love to see some old NES characters come back (Star Tropics comes to mind right away). Lets not forget Pit was lost in the void so to speak until a few years ago. Even beyond that though, I'm sure Square would be fine (because im fairly sure they still own the rights) with letting Nintendo use Geno and Mallow. Golden Sun characters are fair game. Klonoa screams 'smash' to me, Pac-Man not so much.
Though outside of roster size, I would be perfectly fine with a 20 man roster if its completely balanced with Melee's mechanics.
Considering they said getting licensing from third parties is a hassle (even from Pokemon, which is a huge surprise) I wouldn't be hopeful for anyone who isn't strictly first party. Even if they were on a Nintendo console it doesn't mean they'll be likely to appear and Namco characters do not have more sway despite the assist. That said, I'd love to see Klonoa appear.
I didn't say what I said because there aren't cool characters that could be included, but with the restrictions Nintendo implies I'm not hopeful of the new roster they'll add. I mean, WFT and Villager are funny and unexpected, but can anyone really say they're happy to have those characters instead of someone--anyone--else?
Despite all of these facts..
I'm voting for Riki from Xenoblade. Make it happen Nintendo.

Super Smash Bros: 'We Don't Have Time To Bring All Characters Back'
Smash Bros designer Masahiro Sakurai says there just isn't time to recreate every character who has appeared in the series.

Not every character who has appeared in previous Smash Bros titles will be appearing in Super Smash Bros - because there isn't enough time to recreate them all.
Designer Masahiro Sakurai explained the reason when NowGamer asked if all the previous characters will return.
"I can answer that: no. We don’t have the time to fully recreate every single character who’s been in Smash Bros at this point," Sakurai explained.
"Adding new characters is not a simple addition – it’s really multiplication. The amount of work, adding a character is multiplied and becomes bigger and bigger as you go. We can’t because of the amount of work it takes. However, I do believe I understand that each character has its own set of fans out there who really like that character.
"So we’re not going to cut characters out of the way, we’re going to put in as many characters as we can, we really want to do that, because it's good for the fans and good for all of us. But in the event that we do have to cut some characters, I’d like to apologise in advance to those fans."
Man, they really want to lower the expectations of this game don't they? Well, it's OK. I wasn't expecting much.
I still have no idea whats going on with the controller situation. You can't use gamecube pads with the WheeeeOOOOH; do they really expect people to use Wiimotes or something for a "semi" serious combat game?
