Probably a clerk making sure he doesn't get any of the rules wrong. If he fucks up a rule it opens him up to appeals from the Democrats. It looks as if in the last 20 minutes he said fuck the rules I'm a Republican and ended Watson's appeal out of order and is trying to ram the bill through.
