Oddly it doesn't have any charge information at all. But the limits on it wouldn't mean anything unless there was a charge or something. Incomplete picture? Or maybe hopefully something weird like it has to be on and resets each time you zone? Or game/real day. Also why isn't it sendable and why 2k points.

You can use the ring as a 99 job and then change to a different job...xp bonus does not disappear on job change.

We don't know that. We don't even know the conversion rate and there is no info that I know of on what makes it work since there is no charge info on it but there is no reason to assume it only works once.

Kinda. It's assumed to be based on exp in some way since they specifically mentioned that Aby and RoE exp won't work for it.

According to the wiki, no. If you don't see "Sendable within POL account", that means the item does not have the flag necessary to do so (If the item is R/EX).

Altough as of now the only chance (only?) to raise the currently very low interest around Skirmish pt3 would be to at least raise the drop rate of the KI, currently it's way too low/random, given the many possibilities people have, majority of people do not even bother with Skirmish 3.
Compare it to how many people spammed the V2 instead...
