Not totally. I think they mentioned in the ammo thread, they require the KI that corresponded to the weapon you need.
Bullets = Gun KI (Mori Basalt Tier 4/5)
Arrows = Bow KI (Foret Tier 4/5)
Bolt = XBow KI (Foret Boss KI)
