Where exactly do you download from this site, every link is trying to get me to install a linked flash player or codec, which obviously isn't happening.

Save it anywhere, and extract it somewhere.

Cut all its content and paste (and replace all conflicts) it in your games directory:
typically, C:\Program Files\PlayOnline\SquareEnix\FINAL FANTASY XI

or x86 if you're on 64-bit OS

You don't have to do anything special if you were already at 30% and cancelled.
