Is there any way to resume a download? My net cutout into one of the DLs and I can't figure out how to get it to start back up.

Used BG download, copied over as stated above, still wants to download 267 files, 2+ hours remaining Guess I should be happy it's not 5+ hours like some other people

The Kaces download worked perfect for me; download, extract, copy, launch POL, check files, and then BOOM, I'm in.

My winrar is dumb and errors out on everything, so I used 7zip to unzip the bg .rar and it had a couple of errors and didn't give me all the files. I used Kaces's download and 7zip and got all the files. Went through the 20-25min file check, 294 files to download, 55mins. But I'm still ahead of my friend who has been downloading since 2 or 3pm est and still has 3.5hrs remaining.

I had the same problem with the update not working. Then I noticed the newest bundle on steam saves the game to C:\Program Files (x86)\Steam\SteamApps\common\FFXINA instead of C:\Program Files (x86)\Steam\SteamApps\common\FFXI. Actually, both locations exist, for whatever reason. After I updated FFXINA, it worked.

Try this:
Goto your "Final Fantasy XI" folder
Delete the following files: file.txt, FTABLE.DAT, VTABLE.DAT, and the various patch* files and try to repair/update your FFXI.

Had to do this after applying the update linked in the OP in order to check POL version. Thanks Kaces. Only had 5 files to download after the file check.

Can I get the few others who could not get the patch to work to check where their FFXI folders are located?

If you run the following command in a command prompt it will display your install folder:

32bit: REG QUERY HKEY_LOCAL_MACHINE\SOFTWARE\PlayOnlineUS\InstallFolder /v 0001
64bit: REG QUERY HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\PlayOnlineUS\InstallFolder /v 0001

You should get a query similar to this:
