Adobe Flashplayer + Webcam issue (Anyone know a good program to list all features on an install)

So ive been trying to diagnose this issue at the college I work at for a week now and i'm still confused on what might be causing it, though I think I have it narrowed down pretty close.

We have a website for the college hosted by instructure.com for canvas, once you're signed up for a class you can create a discussion and click on the "insert video" button to record yourself from the integrated webcams on the Dell 9010s. What seems to happen though is at times the window that pops up with flash player to record you just won't load at all.

I snagged a brand new 9010 and loaded it up with the new image and it worked fine for me, I had no issues at all with any browser.

I then went over to the other building and tried it there and it wouldn't bring it up no matter how many times I tried (I'm a different network) so I thought it might be the network there.

After dragging my 9010 over I hooked it up to the network at the other building and it worked fine, so it obviously wasn't the network at this point or I would suffer from it as well, so now its narrowed down to the image.

After trying 3 images I can find one that doesn't let me open it up in IE (Chrome works fine though).

So now my question is this, does anyone know good free software I can use to get a full list of everything installed/customized on an image so I can check and see where there are any changes and use that to troubleshoot this?

Edit: Using WMIC right now and going to see if that works for me, didn't know windows had a built in tool for that.

Ok, wel its not flashplayer or anything to do with the website or webcam

After browsing through a ton of Wireshark pcaps i've noticed the network in my building and the network in the problem building are different. In mine the DNS query for the rtmp address is

Basically where I am at it takes ~3 seconds from clicking the record button to resolve the rtmp address and open the connection stream, at the other location its ~25-50 seconds+

In the middle of this wait all I see are a ton of multicast Hello packets sent from the router out (Around 28 of them) before the dns resolves rtmp and connection opens. Any idea what might be causing this?

I want to say its the router causing the issue, if I flush my dns at the problem site I can usually cause the issue to pop up on command this way as it takes a lot of time to resolve. After it's cached its hit or miss on if it takes forever or comes right up.
