That just means they're using the same instruction set. PS4 is aiming to be theoretically more powerful than the XB1. Not just because the 8GB GDDR5, but also because they're using something similar to AMD's hUMA specification that's still in development. XB1 has bottlenecking issues thanks to the ESRAM in the architecture. Right now Microsoft is trying to save face with measures like upping the clock speed of their procs.
