I really doubt they will allow chars to have access to both ultras in matches, it would make balancing pritty much near imossible. some chars would become very iffy to confrot if they had access to both... Just for example thinkig at zangief haveing access to his air command ultra grab and his ultra grab on the ground would be a nightmare for everyone that has to fight him close ¬.¬ you wouldnt know if you should go for the backdash (and get cought by U2) or stay close and get catched by U1!
obviously not every char would benefit from this, but chars with very different ultras with different purposes would benefit the most out of it namely:
Chun-Li
Gen
Cammy
Fei
Zangief
Sagat
Akuma
Adon
Dhalsim
Makoto
yun
yang
dudley
they would limit alot of options if they had access to both ultras at once. Just thinking about makoto haveing both ultras at hand would be like giving her a free pass in.

He is the best Hulk/Haggar player (imo) and one of the best chris (top 2/3) players as well. He runs the House of Crack, but he doesn't really compete in tournies much. He knows a shit ton about umvc3.
