They've been doing that forever. It's not a new tactic. When people gripe about how congress never gets anything done, that's a decent chunk of why they don't accomplish anything. Yeah people are gonna vote down that disaster relief bill when it has a dozen riders mandating baby-eating.

Definitely only the people arrested, and it looks like the only salaries they posted are employees of the state public education system. So while it's creepy as hell and really rage inducing, it's likely all legal as it's public record information.
