I played on a 2.5MB connection with no issues, on a shitty laptop.
Haven't been playing much the past week, myself, but I did note a performance drop after their last hotfix. Possibly related? I don't know. The rubberbanding was nonetheless annoying.

I'm really not sure. I ran there test and saw that I had 0% packet loss...
Tonight seems to be pretty laggy. My buddy, who lives relatively close by, is also complaining about lag
ISP throttling. I can almost guarantee it. Couldn't play WoW or League at certain points because of peering changes and throttling.
Odd that it only effects Diablo 3 though hmmm
D3 servers are kind of finnicky in that if there are too many games going, everyone else basically suffers. Some further go on to correlate to the botting epidemic and Blizz's seeming inaction for multiple seasons now. Basically, it might not be your fault at all.
So I got two pieces from the "Shadow" set that gives 600% bonus dmg if I use a melee weapon...
That 600% dmg buff is incredibly tempting. The one build I saw for this set was an impale non-aoe build... should I skip until I can "hopefully" get the full set or? Demon Hunter by the way
Running with the 2pc is pretty slow to be honest. You burn resources.

That set is the reward for seasonal things. It's GREAT for 2+ players. Solo, it's useless. You have no crowd control. In 2+ players, you let the others take out the trash and you can melt bosses. I think, up to rift 40, I was one-shotting GR bosses. It's a fine set to use to help you find Maruader's.
If you get Lord Greenstone's fan you can make do with 4/6 for a while. Fan of knives should hit for nearly 600-800m before you finish the set. But everyone is right with marauder being the superior set solo.
I got lucky and rolled an ancient Lord Greenstone's Fan on my first attempt, but I pretty much stopped playing right after that. Maybe this'll inspire me to start again after The Division's open beta ends.
I didn't realize Shadow's was so poor for solo play though. It's all I do since I rolled hardcore this time and there's like no other hardcore dudes except pub people and fuck that noise.
I wouldn't say Shadow is terrible, it's just tedious. Going the FoK route drops off, I feel, around the T10/GR45 range (LoN FoK is another matter). So you'd be better off sticking to Impale with Karlei's if you run it until better drops. For more casual play, I'd pick UE over M6. No silly sentry maintenance and getting yourself T10 farm-capable isn't too hard. A decent ancient Yang's is really the clutch piece. Once you get perma-Vengeance going, it's hard to die below GR60, too.
I actually did an M6 DH when it was first released and I loved it. Went back to it after it was reworked and loved it even more.
I really enjoy the playstyle of Tal's wizard, too, especially since now it's simple to keep up Tal's stacks. Throwing in Convention of Elements makes it a bit harder and more mentally draining, but it's pretty potent. However, I'm finding that my kill speed is capped by the static 8-second delay between Meteor drops, which rules out pushing higher GRifts. Also tried Delsere's with Barrier Blades/Arcane Orbit and didn't care for it. Delsere's with Frozen Orb is pretty good but the damage is inconsistent on FO.
I'd like to give Witch Doctor another go too, either Helltooth or Zuni. Idk.
Currently 4/6 on Marauders.
