I went by some weird logic, tadpoles evolve into frogs, there might be a frog lure of some sort.
Caught a few using Topwater Frog as bait.

My stats are gathering 215 perception 176 if it matters.

There are rumors that the bluebird may come from bahamuts coil but I dont know if thats true or not.

Not really sure why you'd think fishing up a mole makes sense, but I guess I've seen weirder things. Don't hold your breath, though.

Haha I literally did this after I posted and yes he gives it to you once you get the achievement.

As for the mole maybe its a mined pet and not a fished one?

Unlikely as the Botany/Miner gathering logs fill up as you level and aren't hidden like the Fish log
