Is there a way for anyone to initiate a vote to kick? In phase 4 I wanted to start a vote to kick someone but clicking on his name didn't bring up the option.
No, and doubt / hope there will never be. It already takes long enough for a party to start half the time. Would be terrible to kick someone and then have to wait 20 mins for a replacement. More so 3 friends could join up in a group and if the odd man out lots on something they want they could vote to kick him before he gets it.
The wait times for a DD are nothing to me. I remember in Phase 2 literally trying to get into a Tam-Tara run on my Archer for an entire Saturday afternoon. It was a lot like looking for an EXP party on my DRK in XI back in the day.
The rep quote was regarding people sending tells between a dungeon and the outside world. There is a technical limitation there.
Yoshi was responding to the fact that you can't send tells to people in the same dungeon run as you. There is no technical limitation for it, they just didn't see a reason why you'd need to do it (other than for harassment). I can see some use for it, but it's not that important to me.
Are the no tells only if you joined via Duty Finder or any time you're in an instance?

I hate that. The Level 15 fight (in p3) was decently long with the cutscenes. To not receive tells during that was pretty bad. It makes for a horrible game of phone tag.

Fun fact: You can receive tells while crafting your retainer's appearance, but you can neither see them nor respond to them because the chat window is not accessible in there.
The one time I actually wanted them to block tells! Argh.
I feel like you will change your opinion on this after spending more time in duty finder. You would be surprised how often someone just needs to go, and the deserter timer and queue times are exactly why you wouldn't want to disband your entire group instead of kicking the problem member. Your negatives aren't really good arguments against it either.
Get a linkshell. They don't cost anything.
Me and a friend were using them in P3 to complain about the shitty lancer we got stuck with in dungeons. Not completely positive about solo instances, but I don't remember any time it wasn't working and I know we had to drop party a couple of times to do some.
Yeah, nobody can really bitch at you for being in another linkshell since there's no visual representation that you're in one as with XI/1.0. FCs kind of take the "look at me, this is who I roll with" seat now.
Linkshells seem to be the easiest work-around to the no PM rule.
Tho that make it so that 8 linkshells wont be enough for some of the more connected individuals.
