Not everyone has played p4 and the beta client was only available on the beta forums before now

Can some one set me straight? Official site says EA starts the 24th. Are they doing the time change for me? Is it 24th for us, 25th for JP? Or 23rd for us, 24th for JP? Also, specific time of day would be swell.
