Is there any NPC buyable gathering gear ilvl 30-44?
Seems like most of it is? I just checked on xivdb to see, it's sold all over depending on the ilvl. an NPC at tranquil sells some i30ish stuff, guy in coerthas sells ilv40ish stuff.
Go to one the major cities , check the leve's and go to the area's it offers the highest lvl, teleport to the leve npc town. Should be a NPC near it selling appropriate level gear.

This "random progress increase" feature is a big problem for me.
Yeah, Whistle makes progress actions more potent at 3/6/9 stacks. It... half mentions it in the description, but it doesn't actually specify what it does. It only works on progress actions and not quality ones.
So.
The lvl 58 BSM quest requires you to turn in an HQ titanium lump hammer......and rewards you with......an NQ one.
I'm sitting here with the hammer made in my inventory and the distinct feeling that I'm being trolled.
Man started caring about Red Script and man it's a hassle I've been doing Noble Gold and (I don't have a Miner retainer)
So I mined Everything to craft 17 noble gold took me about 2hish, so that's not bad
But crafting all of these, even with a macro is so long that i'd need like 2-4 food just for 1.5 week worth of red scrip
Guess i'm farming million of Seafood stew when i'm done here

Screw seafood stew, just use Baked Onion Soup. 2 less CP, 3 less Craftsmanship, oh no.
I don't know what crazy stuff you're doing to craft these things, but it takes me less than an hour to craft my red scrip shit manually. Not sure why you'd think using a macro it'd take you longer than that. The only way I could see it taking that long is if you're using GSM's Maker's Mark + Flawless Synthesis... geez that combo takes way too long.

Yes I could just Quick synth, but I'm scared that my rotation is not strong enough to hit 4k Collectivity with just NQ mats, sincei rely alot of Hasty touch
The minimum collectability is like... maybe half of the HQ bar. You can probably hit that with an IQ stack of 6 or 7 and the usual finisher (GS + BB) without even landing it on a Good. The likelihood of you not getting to IQ6 or 7 is pretty small unless your rotation is drastically different from mine (I use Hasty Touch as well).
Shit, your gear is even melded! I'm doing all this w/o any left side melds. I'd at least try a couple on NQ mats before I wasted my time HQing them.

If there's a lot of goods for precise and/or no ToT, which doesn't happen often on 60 crafts, I ditch the last 2 steady hands. Also, you should be able to hit 4k quality easily with only nq mats if my alt using non melded gear and Byregot's Miracle can.
No kidding with that much melds, I don't think a macro with mass hasty touches would be an issue, unless you pull off a miracle of like 5+ hasty touch fails that may not even happen with no steady hand II.
I think around 5 inner quiet with bryregots + innovation on a normal with 650 base control is around 4,200 as is (enough for a turn in)
P.S. Seafood is control, not craft
(I have a ton myself, they are very cheap to craft if you do gathering, especially if you zerg etherical nodes for dusk/dawn sands)
It's six inner quiet stacks for 4200 quality on the level 60 turn in items. That assumes no good/poor procs on anything that matters.
It also assumes GS > Innovation > BB.
Yup your right about 640 control got me 4,400ish quality at 6 stacks, forgot when you use inner you get one free ;/
