So far, I've been using a similar rotation to what I do for HQ'ing 3* stuff, but I haven't been able to get very good HQ %'s with it so far. Yesterday I HQ'd a Kirimu Coat for an FC member at around 30%, but then NQ'd a Wootz Mail that I was going to sell at 47%... @_@

After looking at it, I just realized I only have a potential maximum of 8 stacks for Inner Quiet. I've also been using HQ Bouillabaisse. I'm not sure if I want to use Rapid Synthesis in my rotations, but if it'll give me better chances at HQ's, I'll have to experiment with it.
Unless you're hardcore into fishing and want to be able to desynth the rare fish for stuff like the Assassin Fry minion, I wouldn't bother leveling CUL desynth.
Back when 2.3(?) and desynthesis first came out, I intentionally hoarded up a ton of fish for it because I was hoping that it'd be similar to how ALC could turn various fish and other critters into shards back in 1.0. From my experience burning through everything I had, the vast majority of the time, you'll be getting either Water Shards/Crystals, pigments, or Fine Sand. Earth Shards only come from dunefishing, and Wind Shards only from skyfishing; I have yet to see any of the other 3 elements. I go through Fire and Wind Shards more than anything else, and I don't see any point in farming Wind Shards through skyfishing, lol.
If you do a lot of CUL or ALC synths, I guess it could be worth it, but I ended up resetting my CUL desynth and replaced it with LTW because I thought I could get more use out of it, and so far, I have. Of course, this could change in future patches.
Also, keep in mind that I usually buy my shards because I can often times go through a thousand or so in a day, and trying to actually farm them takes WAAAAAY longer to replace them.
