It's definitely before barometer. There are plenty of people that got theirs as soon as they checked. I wouldn't be suprised if it wasn't counting from the very start since I don't think I've seen real proof it doesn't but proving that would basically require someone to use alot of imps before dinner invite then getting it and building up from there. Most people are probably past that point and if you aren't you are way behind playing catch and wouldn't want to risk it probably.
