Most people I've seen that wax nostalgic about XI's community are probably talking about the sort of community that forms when a game is ridiculously unintuitive and cut-throat forcing you into groups, so basically back when XI was basically a prettier EQ. For those sorts of people XIV would probably not be their thing because it's undeniable that XIV has taken cues from just about every single modern-day "casualized" (relatively speaking) MMO- most notably the cross-server dungeon finder, which added to their complete retardation in not adding a group kick option makes it a griefer's paradise.
Really I'd just recommend these people to go play EVE since that probably has a community more akin to what the old MMOs had.
