Basically this. I would've been fine with "Clear 100 FATEs in every Zone" as the requirement. It takes a long time but I know I'm getting somewhere. Alternatively, there's a vendor in the zone where I can trade in 35k ~ 50k seals for the item. That way I know there's a hardcap somewhere rather than "Welp, just keep trying." I was in one zone so long yesterday that I literally saw 4 or 5 "waves" of different people. I recognized all the names I was following from FATE to FATE and then they just started to switch out in bulk. That let me know a few people actually were getting drops and moving on to the next area (although they could've also given up).
By the time 1 AM EST rolled around, I realized I was the only one doing the FATEs, soloing them. There wasn't even anyone in the damn zone anymore. And this content is brand new. Imagine for the guy who tries to do this months down the line before 2.3 ... if he has bad RNG, he has to pull teeth to get people to help him with FATEs in certain zones otherwise he can't hope to complete them in a timely fashion or even worse, he can't do them at all.
It's pretty much just shit design, honestly.
But we all know that as soon as a decent chunk of people actually get it, they'll just hotfix it or change it in the next patch so that the drops are 100% and all this is invalid.
