I think it's more the case that:
When on a healing job, the DPS can't stay out of red circles and the tanks don't know how to use cooldowns.
When on a tank job, the DPS can't stay out of red circles or manage enmity and the healers don't cure.
When on a DPS job, the tank can't keep enmity and the healers don't cure.
Dunno how you define arbitrary but you've never been able to block or parry magic. The prevalence of magic damage is almost certainly a concious effort to further neuter PLD's damage mitigation without nerfing it outright, because without shield blocks WAR is significantly better equipped (by 3-4% mitigation) to handle damage.
As far as tank QoL goes, Flash (and probably Steel Cyclone) needs its range increased because adds always seem to spawn JUST far enough apart to not be able to hit with Flash concurrently (Leviathan adds, second set of snakes in Twintania). It'd also be great if they took the Blind effect off Ruin II because it makes strategic use of Blind on the few things it actually processes on effectively impossible thanks to the retarded resistance system. Shield Bash shouldn't be 150 TP, Shield Swipe should be made a normal combo action (Fast Blade > Riot Blade > Shield Swipe) and the Pacification effect should be changed to something actually usable (preferably a damage increase a la Maim/Twin Snakes/Heavy Thrust), Bloodbath, Foresight and Awareness need to suck less, Tempered Will needs to suck less (hey, why not make it allow us to block/parry magic for 30 seconds?), Bulwark's cooldown is retarded, and I'm sure there's some stupid shit going on for WARs but I don't play WAR.
Most of all, the animation delay on Hallowed Ground, Sentinel, and the tank LBs is fucking brutal and should have been fixed long ago. By the time I can move after using Mighty Guard the effect has already worn off.
For a casual friendly game, XIV is shaping up to be even more of an elitist clusterfuck than its predecessor with regards to dungeon runs. I can only imagine the impression new tanks/healers are going to get when playing with ilvl55 gear versus the ilvl90-110 crowd since apparently everything must be SR and all of the pulls are automatically uploaded to a new tanks repertoire. Asshurt all around because if you aren't clearing in record time you're not playing the right game.
Shit like Halatali HM where newbies can cut their teeth on easymode content last night turns into a DRG whining because Altana-forbid I try to learn the zone and not get myself killed by pulling everything. Brayflox? DD running in to pull shit because they can't be arsed to wait a few seconds.
Not pulling fast enough? Fuck it, let the DD run and zerg everything while whining about heals and tanks then get chastised for having entry level gear. Ifrit/Garuda HM are a fucking joke but sure enough someone must whine if things don't go exactly as envisioned and we aren't talking about wipes here.

Was in a PF T5 last night (I know.) Everything went really well until DK/twisters phase, where 1 person got Twistered and 4 people got smacked by DK's not dying fast enough.
Naturally, leader blamed the heals.
People suck at communication in general, but yeah, getting even the most basic questions answered is hell.Communication is key in PF/DF groups, unfortunately most people suck at that bit.
I agree with everything in this post. I'm actually a little reluctant to finish SCH because I know I'm not great at healing yet. Absolutely willing to learn and take advice. Saw a DRG that got annoyed and mildly condescending in a PF Garuda EX my friends set up (I'd cleared it once, was just along to help) that explicitly said in the PF message, as well as when people joined "hey, this is a learning party".
It's pretty well known that every screw up ever is on the healers. Didn't down DK fast enough? Fuckin' whm isn't casting nukes.

I can't imagine playing this game as a healer if I had never played an MMO before. The amount of berating statements you'll get as a healer or tank in this game makes XI seem like an episode of Barney and Friends. Yesterday's Castrum Miridianum turned into everyone ganging up on the tanks for not knowing the pulls, DD whining that things were going too slow all while not one person could explain shit without tossing insults abound. This is fucking entry level, low bar content and hardly the binding coil where you're free to yell because it's hardcore content.
I join a Haukke Manor HM and declare I'm new to the run and instantly the healer drops out. Fucking lol, the PS3/4 newbs are going to flock to DPS and further skew the balance of power because it just ain't worth being chewed out for any/every fuckup.
This is all amusing to me because when I last quit XIV a month in people were praising the casual nature of the game and 6 months in we're past the XI elitism into fuck fuck fuck fuck fuck fuck fuck anyone new to the game. No wonder people lie about shit and further screw up. The way this game is designed makes pre-50 seem like an entirely different game from 50+ content.
Honestly, I think it's partially bad design on SE's part to make such low ilv requirements for all dungeons. Even 60 ilv minimum could alleviate some problems on the 3 new dungeons. That won't stop the SR whiners, of course, but I think that trying to do Diabolos with a full ilv55 group has to be hard as hell. Scratch that, the Copperbell HM boss with a group full of ilv55 has to be pretty hardcore too.
My kingdom for SE to introduce a hidden range-modifier on skills for mobile targets, so I can actually hit shit that's in motion, instead of my GCD constantly canceling itself out when I'm on melee.
I just want to add, I consider WHM my main, but this game has made me level up a dps just to do new content. Less stress on DPS and people tend not to blame the dps much. I learn from what other healers do, because I assume they were born with the knowledge on completing new content the day it comes out.

Hah, I share the same sentiment. I main a WHM for my static but lately when pugging I prefer to go DPS instead. Less stress and is more relaxing. Good thing I have both range and melee DPS geared up.
Tanks do the same. My cotank and I tank everything for coil but even for levi ex when it first came out I refused to come on anything but SMN. And we refuse to tank ex fights in general, lol.
Hell, I prefer healing on my i80 sch to tanking for pugs.
I don't really like tanking for groups that aren't entirely comprised on FC members either, and I really hate co-tanking with someone from outside my FC. But I'm currently suffering through it for the War Lion mount.
Speaking of the mounts, we should really get credit for every 30 minutes spent in one of the qualifying raids or something. Really sucks spending all night in the Second Coil and coming out with basically nothing to show for it, or trying to help randoms with EX Primals and getting squat. And for the love of God, why do the new HM dungeons not count? The only stuff that counts is stuff I'm capped on already or stuff I can only do once a week.
Not sure if this goes here or in Random Fail but I was in AK for my book last night I had a SCH with 2500hp but was wielding an Allagan book. I pulled Antaboga into the corner and put his ass facing the wall like I've been doing since the dungeon came out and we ended up wiping because said SCH was standing in the conals. Then he had the balls to ask me if I've even tanked it before.
I'm guessing he paid for a win, because holy shit how do you not know about conals while wielding a Twintania weapon?
