For AK/WP/trashdungeons, I'm not healing as a healer (SCH, specifically), I'm DPSing. Nobody got hit by random AoE, I didn't need to overheal or heal much at all. If tank has a weapon literally half the ilvl of the "best" DPS in the party and still holds hate, that's not insignificant.
I Duty Finder a lot. 90% of tanks I get (to throw out a number, maybe a couple dozen out of 300ish runs) cannot hold hate from simple Bane'd DoTs, regardless of their gear level. I pull hate from terrible relic PLDs regardless of whether I'm on my main with Omnilex+1 or my alt with crappy i55 Darklight Grimoire. This guy managed AoE and Relic+1 single target simultaneously with an extremely lame weapon. It's not like mobs died in 5 seconds, this wasn't a speed run. Just casual "kill everything" run.
It's at the point where I pull hate on purpose now as SCH in trash dungeons. I consider it admirable if a tank keeps up, even partially. I'll spike Ruinspam+Energy Drain on the highest hate target for me with all DoTs still up on everything just to see if they're awake. This guy rose to the challenge.
What you say is true in a very, very slanted sense in some situations if you squint (except that first sentence, that's just funny).
That was his main reason for keeping it, and why I expected shit and got gold.
If I play dps and ignore the threat meter I will hold hate on anything I attack, period. No tank in the world can stop me. All a good tank does is allow me to get more dps in before backing off. Some tanks are really bad and I have time to alt tab and check the news real quick before attacking again, but I still don't pull hate because I use the meter lol.
This leads me to conclude, some of you guys are really bad at the game and think the tank is magically keeping the monster from hitting you.

I routinely blow both of my cooldowns as a DRG right at the start of a fight and don't take hate from the tank (usually at a similar gear level). It will be close, but the multipliers on the tank combos seem to be pretty good insurance.
I can't think of any encounter where there is a actual dps race you stand a chance of losing and the dps are on the boss 100% of the time. Most encounters have a mechanic where the dps go do something else while the tank stays on the boss, or the dps race itself is on something that doesn't have a threat table.
Very few boss encounters keep the dps on the boss 100% of the time and the ones that do you would only fail if the dps were so badly geared they were behind the healer in threat.
Although not a major race... T4, if you can rip hate off a tank on dreadnought your tank fails. Otherwise, not possible.
T1 snake, if you aren't sliming. If you can rip hate off a tank ever, tank sucks.
Hell, WP boss, if you can rip hate off tank, they suck.

Turn 2 ADS, if you stack then after initial rot rotation DPS are free to go all out other than dodging moves (which tanks have to do more than the DPS). Tanks also have interrupt duty and dips in optimal threat generation during changeovers.
That's probably the fight that is most stacked in favor of DPS being able to pull hate and yet they still don't if your tanks are even remotely competent.
