My problem has been solved.

I had two problems. One was with the cables that goes from my graphics card to my PSU. I had cables that *fit* but were not correct. The part that goes into the power supply were supposed to have 10 slot thingies instead of five. I had attatched some weird adapter to it to make it fit instead of using the appropriate cables. So my graphics card wasn't getting enough power, hence why my computer didn't recognize my graphics card the one time I got it to boot up with the graphics card (despite the fact that the fans were spinning).

The second is that, for some reason, the HDMI on my video card doesn't work. In order for me to not get a blank screen I have to connect DVI from my graphics card to my PC. Using HDMI on motherboard, HDMI on graphics card, or VGA on motherboard does not work. I figured the motherboard may not work with the graphics card in, but I didn't realize that the HDMI on the graphics card itself wouldn't work either.

Edit: After installing drivers, the HDMI now works too.
