Incorrect (unless you're talking about PLD). 2H weapons count twice in your iLVL calculation, so a weapon upgrade effectively gives you 2/13 i170 upgrades. At 570 law, that puts a weapon as an equal law-cost-upgrade to head/hands/feet (285 x2), while being more expensive than waist/accessories and less expensive than body/legs. So while you could make an argument for accessories first (if you're trying to game your iLVL), even in that context weapon should always come before any non-waist left side upgrade (as it is equal "cost" but gives better performance).
In the case of PLD, as sword and shield are separated, sword is less cost-efficient but shield is the most cost-efficient (again, only in the context of getting the best iLVL increase per law spent).
Of course, in practical reality your best iLVL increase per law is really determined by your current lowest iLVL item, but that's essentially a different discussion.

You're right on the 2H calc concept. I'm PLD 90% of the time and was basing it on flawed PLD sword/board logic.
Relax dog. The original question was "Why would this person upgrade like this without doing weapon first?" I attempted to formulate a logic for that scenario. I made a mistake in the weapon vs. body/legs concept for most classes other than PLD as Dan noted, the concept still holds for ACCs / belt and on the non-body/legs armor slots if said person prizes vanity.

I was that sch, but on drg. :3 I was in bismark/ravana with a 145 weapon until I got my 160 from dungeons. Bismark didn't want to give me anything and ravana didn't put out until the 9th kill.
My logic was that there's already two(one) better weapons that I'm going to be getting from current content. I'd rather have spent my tomes on stuff that wasn't going to be replaced immediately.
I went the opposite direction with my Drg. Had a mediocre lv58 Lance which was like i140~something and immediately saved up enough tomes+seals to get an i180 weapon. Followed that up by getting the i180 body and am now just picking away at the lowest ilvl pieces I have with i170/180 gear until I can hit i170 overall and do Bismarck/Ravana/Alexander.
i170 weapon is the best first Law purchase, but it isn't worth using seals on over armor if you have a means to do Ravana.

I had a similar thing in Dusk Vigil (the tank was a nice guy but lol) where he had an ilvl80 weapon that everyone thought was a glamour and blamed the DPS taking hate on lag. I really do like new people.
