Trick is to wait a moment, someone else ditches, then you can ditch with no penalty.

That said the last 2 times I've gottten Steps no has even needed the clear, I think the DR is just fucking with us sometimes.

I imagine that it's not unusual for a lot of people to be queued for duty roulette, but not enough queued for any actual trials that need spaces filled.
In this case I believe it probably defaults to one of the two highest level story trials in the roulette, Steps or Chrysalis (not sure if Rav or Bis are in there too, I think I've been in roulettes where no one needed clear but not sure). The frequency with which people seem to get Steps/Chrys makes me think this is the case. Also, yuck. Why not Ifrit?
