So you just want your phone to be give off a Wifi Signal to other devices?
You have to jailbreak it.
That seems a little extreme.
From what I'm gathering, most cellular service providers allow for data sharing on their plans. Some require you to pay additional fees to enable it though.

There's a few instructions on how to enable and disable it.
Those instructions only apply to plans that allow hotspots. The old unlimited data plan that he's grandfathered into does not allow them without paying an additional fee. In order to use the hotspot without paying anything else, the phone must be jailbroken. It's relatively easy to do, but I haven't heard any news about iOS being unlocked yet.
That being said, most of the jailbreak programs like RedSnow have a compatible version of iOS hosted that you can download to get it working properly. I would recommend however that you wait for an iOS 7 jailbreak to pop up.
Thanks for the replies. I'll see how much AT&T wants to charge me and report back. Or I will be waiting for the ios7 jailbreak.
The current plans are no good for me. I work a lot of graveyard shifts and last month racked up 15.7gb of data usage from mostly Netflix.
