well for you yes, for EU players not, our playerbase is going down alot and its becomeing worse because there is noone left to play :/. The idea of moveing on to something else, because there is only a handfull of people left to play with has crossed several EU peoples mind, but considering how small the EU population is i doubt it would hurt the game much.
So merge servers so the 75 EU players per server can bump to 150, and the 400 NA players can bump to 800 and the 1000 JP players can bump to 2000.

As far as capped it will depend on level. But based on other data from martel with killedar with capped shield merits priwen's base block rate should be around 30% on level 126 mobs so yeah should even be able to hit 100% on them with some shield skill gear like say on reforged feet
Really wish they'd just go ahead and merge servers. Wouldn't it save them money in the long run? Less servers to maintain. Then again...probably doesn't cost them a thing to run these archaic servers.

I don't seem to be getting even x2 block rate, much less x3. But the possibility exists that my data gathering methods are imperfect. Reprisal's a pain in the ass.
This particular sample was small, cause Priwen kills the mobs so fast. 1774 blocks and 28 non-blocks. If the log parser was even a little off, and grabbed a few non reprisal hits, it could account for those non blocks.
So for every 1475 players, 75 of them need a merge (the EU base), 200 "want" a merge (half the NA population, and this may be stretching excessively) and 1200 dont want a merge. Do something to satisfy 5% of the playerbases demands and desires of 13% of the playerbase, and piss off the other 72% of the playerbase, who are already fed up with congestion issues.
I think the better option would be to find the two servers with the highest activity during EU playtime, and open free transfers to those servers for EU players.

What really should happen instead of merges is shutting down one or two servers with extremely low population and give the players from those servers a choice out of the other low population servers to go to.

We also receive feedback about how it is impractical to practice content when the entry cost is so high, so we are discussing slowly lowering the cost of admission of events over time after their introduction.
