Any old BCNM zone can only have three groups doing any of the fights there at the same time. Not, like, 3 groups can do one BCNM in the zone and 3 groups can do another. Only 3 groups can be fighting at once.
The alternative to this is what SE refers to as "Layer Zones," like Sandworm, NNI, Meebles, MMM, Fracture, Assault, Salvage, etc. There is no formal limitation on these zones (except for MMM's "hands of darkness"), but they use a different set of SE's servers and the servers used are likely shared between all worlds. Also, because this is obviously the superior instance type, SE has leaned towards using it essentially since its introduction and as a result has overburdened it. This is why you have Salvage / Delve lag and dropped packets.
If they were well funded and forward thinking, they would have dramatically upped the "Layer Zone" server capacity back when they started doing event re-boots and transitioned the appropriate ones onto that system. BCNMs are the system that needs it the most, but SE choked and didn't implement it.
I was alluding to BCNM's in multiple areas:
Horlais(2), Waugh(2), Balgas(2), Qu'Baia(3), Oracles, Sacrificial(2), Throne Room
Sure, they can only hold 3 groups at a time, but thats still 7 zones that can potentially hold 3 groups each, opposed to a new battlefield event like NNI which can only hold 3 groups and is a focal choke point, or a temporarily active battlefield like WotG ones, which still can only hold 3 groups at a time, but WILL be zerged due to the fact it wont be infinitely accessible.
Can NNI really only hold three groups per server? Weird I never ran into a zone in error if that is the case.
Not to mention any idiot can do on average 1 NNI a day with 0 farming these even with exchange rates are still going to take a bit of time farming. Unless you were one of the (un)lucky ones to miss out on the 3 day campaign. Which at it's worst I didn't have to wait more than 10 minutes for. On top of that there a lot more new things introduced this update than the NNI update or for that matter all the back log of other stuff over the last several updates that has yet to be completely discovered, tested, etc
A bit when a first came out, but did most of it in the month or so after they added the KI system. Was pretty popular on my server at the time, tons of statics/shout groups there all day. Just lucky than I guess?

Not sure the point of your question as that would apply to any BC or event.... unless you mean the old drops which who gives a shit about them. As far as new drops I personally never got into legion so it's a nice way to get the few good abj from there. I was getting about 1 ever 3 fights so not bad. Possibly af3 for mules you don't feel like doing the long while getting other stuff. Maybe AV items for some people. Some HQ hexed gear that might be hard to find. alex hmps idk. And they all super easy. Alot of jobs could probably solo them. I mean if you don't need that stuff sure why bother but I'd imagine a few people would still want that stuff.

I agree, and it was a predictable bottleneck from the moment that AF+2 were conceptualized. So why wasn't it in the November update? lolSE
Also, the campaign might be doubling the number of monsters you can kill with your NPC as well as the xp/kill. I leveled my NPC from 89 to 94 today in Gustav. It took 220 kills (1 charge for 1-200, 1 charge for 201-220, and then I disbanded him)
That would be amazing, I'm not exactly happy having to dbox the items to myself when I do repeated zones and if 2 of the same item happen to drop well, there goes that I guess.
