I fundamentally disagree. People (not everyone) would cheat to get around the equivalent of a hangnail if there were no repercussions.

It could be the best game in the world, ever, but if it saved you 15s and 15s there, people would cheat.

What planet do you live on?

People will cheat regardless of the game being fun or not. It doesn't matter. If there is some sort of advantage to be had and it actively removes time to get from point A to point B then some people are going to cheat regardless. "Fun" and "boredom" are subjective topics at best. Sure, if something is less of a chore then people probably wont cheat AS MUCH but there will always be people cheating if given the option no matter the situation.

Every single game ever created in our entire existence has had this happen. You can't just say "OH WELL IF ITS THEIR FAULT FOR SUCKING DICK AND ME NOT HAVING FUN, TIME TO GO BOT HAHA!" The fact of the matter is that you're playing a game genre that is notorious for grinding. The game is BY DESIGN made for you to spend time working towards goals. Not saying that all people will cheat but you can always bet your ass there are some of them floating around.(Literally in this game's case.)

Personally, I have no interest in cheating on ffxi unless HNMs become a thing again and I'm forced to buy a bot to compete with people. Other than that I can handle playing the game at the speed that it moves at now. All of this being said, I really fucking wish they would just merge the god damn servers already. Its so fucking deserted on carbuncle.

Some people are always gonna cheat. Just like some people are always going to pay to win at facebook games...

As a cheater, I can say I didn't start cheating until I got bored. Played totally legit from 2003-2011 and only started botting to clear shitty magian trials. I did the first 2 relics (mandau and apoc 100% legit, and it was the most boring fucking thing ever.) Then it evolved into a hell of a lot more, and it became semi entertaining again, having all my bitch work done for me so I could actually ENJOY the things I did slightly enjoy, without all the annoyances.
