It's ambiguous to say the least.
But given that it's "further enhancing", a key phrase for the RFs and Unity+1ing... I think it's a safe bet that it'll be the base/+1 gear.
Not to mention the stupid otherwise...
Just think about all the people who already uncursed pieces years ago!

it's using hexed/cursed plus materials. This means everyone with hq uncursed gear is SOL in regards to ever using that equip again. its not an upgrade, because its clear in the wording, and also they said theyre done with upgrades. I know someone who just spent a decent amount of gil finishing a tenryu+1 set, lol. Sucks so bad to be them
No hyperbole from me. My playtime is a bit different from yours though - my lockouts have happened on weekends from 2 PM - 7 PM EST and on weekdays from 11 PM EST - 3 AM EST. I did notice the one day I got home from work early and was able to do some meebles before events (around 6 PM EST) that there was no congestion then. Also for one of my lockouts I should add that I watched a different player enter meebles twice while I was repelled so as I said previously it's very luck based on who gets in.
The wording makes me think just another abj on top of old. With the whole trading enhanced hexed equipment and making it even morr powerful. Plus you know this will be their "solution" to the empyrean weapon problem
I can see 2 interpretations:
-the first sentence is a brief summary and the second is just elaborating on the process. Going by this reading, "enhanced hexed equipment" probably refers to the old finished gear.
-the first sentence is step 1 and the second sentence is step 2. This would imply that "enhanced hexed equipment" is something like a hexed -2 made via synergy or something.
I'm really hoping for new abjurations to go with old cursed gear... cause then we could all make mad gil! Yeah... probably not mad gil.
Were you fully exiting out of the dialogue and then re-initiating it? I've experienced what you've seen to a degree, but usually I stop just retrying and cancel out of it, and that seems to help.
It -is- pretty ridiculous to have that happen when only a handful of people/groups are even doing the content though, either way. Not like it's a bunch of people doing missions or MMM or something using the zones either.
Cursed gear, I'd assume more that it'll be something like the AF/Relic/Empyrean process. The better your existing piece, the less you need to upgrade it.
On the meebles thing, I seem to be the only one on my server doing it atm (dungeon zones are empty with /sea, and haven't seen anyone in batallia/sauromugue), but I still get the error like it's full from time to time.
Maybe it shares instance servers with something else besides wotg missions?

On a related note about Meebles: How many phantom worms have you got so far from spamming? I've done around 40-50 runs so far and have only received 1 across 3-4 characters doing Researcher #4 in Sauro. Champaign. I'm hoping I'm unlucky and it's not really a <1% chance to get a phantom or there's a different method to get them more reliably.
I'm like 0/30-something goal 3 runs, so yeah doesn't seem good unless they drop higher on bosses or something.
I've done every goal 3 at least twice each, and every boss at least three times each.
I've never gotten a phantom worm.
I dualbox. I haven't kept count of how many runs I have done but lets say 150 (360k research marks per char and I think goal 3 on assistant researcher gives 2400 research marks). I have seen 11 phantom worms, 2 of which were awarded to my alt on a single run. I've also noticed that my alt gets phantom worms more frequently than I do (8:3). As far as my worm breakdown - 4 hecteyes belts (hate the damn things), 2 hmp, 2 devious die sacks, 1 savory, 1 key, 1 dragon meat. This is highly unscientific but I feel like I get better worm rewards after I take a break and come back - but I'm sure RNG is just RNG. =/
Incidentally I haven't seen a single scroll of arise or meteor even though I get tons of the other two types of worms. I have farmed like 9 pieces of alex so far though. It would also be super cool if you didn't have to toss your current mundus shield every time you got a new one. >.>;;;; This does seem like a great way to farm chapters 1-5 though (as long as you don't care which chapter you get the most of).

And last Saturday when I was doing meeble nonstop I went to bed at 5:30 AM my time. That's 23:30 EST, and I started at least 4 hours before.
Never seen a single delay or block.
It's been like that for the following 2 days as well.
I can imagine there being some occasional delay or congestion and maybe you've been particularly unlucky with those, but "nigh impossible to enter" is an exageration, c'mon...
