They wanted to add native debuffs too. Enhancing them already existed.

I'm sure the lecture boils down to "everything in the game resists dark magic."
There's certainly the issue to land it on some darkbased monsters, but more than that, I think the problem is about those monsters who can frequently dispel all their debuffs in a single step. That kind of move is unfair and makes Frazzle so much more unreliable compared to Languor, despite similar potencies. It's like on some fights you can't use it at all in reality.
You mean, like there's no point in putting it up on 6/8 of the NMs in Omen?

Is Frazzle dark based? I mean the icon is black, but I forgot if Yugl's tests showed a long time ago that not all debuffs are the element of their icon (Shiva's Sleep is still dark based, not Ice etc). Is Magic Evasion Down definitely a dark debuff?

Until we get these things, a large quantity of FFXI's combat will be degenerate to pet and ranged roles.
Frazzle is dark, and only takes dark element resistance into consideration when it comes to mobs resisting it.
Debuff elements can be really weird and tricky because the spell can be one element, the debuff can count as a different one for resistances and yet a 3rd for things like magian trials.
That said from what I read of the debuff element testing it wasn't really testing resistance so much as testing immunities of elementals. It's highly possible elementals are just given a wide breadth of debuff immunities that generally line up with the elements they have sdts to. In a similar way that skeletons are say somewhat resistant to and have sdts to dark but only really immune (well soft immune anyways) to sleep for dark based debuffs. That said most fairly line up so if a dark elemental is immune it's likely something with extreme dark resistance will be too.
Also the possibility SE has intentionally set Frazzle's default MACC low or even in the negatives just to fuck with us.
In the past they claimed that Frazzle and Distract do not benefit from Immunobreak because they have an innate macc bonus.
From my small personal experience as /RDM I'd dare to say that yes, it's like that. I used to be able to stick Frazzle and Distract without an enf set on easy mob that would take me much longer to stick stuff like slow, para etc.
Never tested it thoroughfully though.
