tl;dr Most legislators haven't even seen the details of it, and they're basically on the clock to decide if they're to give away their ability to have any meaning in the process at all. If they do, then a very small number of people will be able to do what they like with these issues with very little scrutiny. (You'll note that's worked out oh so well with the NSA, CIA, and various other three letter agencies.)
So, call your Rep and Senators, and tell them fuckno.
