Close Steam
Setup VPN for New Zealand (easy enough to find free ones/trials)
Launch Steam, get the final few files for the preload/decrypt everything
Once it finishes close Steam and turn off the VPN.

After it finishes up I'd probably recommend running Steam in offline until your region is officially unlocked. VPNing your way around with Steam is technically against the ToS, though no one has ever reported getting flagged for using it to unlock games early (only buying stuff in different regions to get cheaper prices will get you in trouble), but it's better not to poke the bear and flaunt it.

ended up grabbing the hardcover vault dweller edition strategy guide on Amazon for $20. probably won't use it, but I've got a pretty nice collection of these hardcover prima start guides and they often have very nicely detailed appendices and bestiaries to thumb through.
