It's at 999. Either i really just need him to like one more thing, or there's another prerequisite. or bugs.

You totally can just click on him. Have had trouble in random spots though. Seems to work fine in less congested overworld areas. If hes at 999 then yeah must be a prereq.

CBBE is officially out on the Nexus (along with Bodyslide and Outfit Studio)
Still kinda of buggy and has very few supported outfits so far, but I imagine that will change with a quickness. Unless you're desperate to stare at giant boobs I probably wouldn't mess with it right now though.
Had an odd occurrence happen a few times now. I use a bell to summon all of my people to one location so I can equip them. Every now and then someone arrives with their gun drawn already. On a whim I killed them. Sure enough they were a synth. It turns everyone hostile and your companions either love it or hate it. But I tried it about a half dozen times and each time they were a synth.
Interesting. Are there any additional dialogue options for them? Surely there must be a way to remove the infiltrators w/o having to slaughter your entire settlement.

They're not with the institute. They are there because non hostile synths exist in the commonwealth blending in so it kind of makes sense random settlers you pick up might end up being synths.
Play the main story long enough to find The Institute and Railroad. It will definitely change your perspective if you spent your first 60 hours of gameplay dicking around the Commonwealth like I did.
I finished Dangerous Minds (recently) and stopped. Supposed to go to the Glowing Sea. Hah! maybe later. I figure even though I'm sure the dialogue won't reflect it, my character is smart enough to figure out that Shaun won't even fucking know him, so getting him back at this point is more about him than it is about Shaun, so yeah.
Huh. Maybe theres an extra layer of realism involved with all of that that I never experienced. Although I was friendly with the institute for most of the game. I would even encounter random synths in dungeons that wouldn't attack me so maybe thats why.
Everyone has at least one synth in Sanctuary. Everyone.

I already came across the Railroad, and yeah, I noticed that the dialog option referred to Kellog as an Institute agent even though I hadn't officially learned that yet (it was pretty obvious though). I'm busy with the holidays but when I get back into Fallout I'm going to go report to Danse with Curie (I heard she likes the Brotherhood and I wanna get her rep up), maybe do a little bit of questing there, but as soon as I can conveniently break off again I'm going to head on out to the glowing sea. Got a Quartermastery nearby anyway.
Also, I fucking love my build. Full nuclear physicist + x-01 + chemist + chem resistant + the various legendary weapons ive found (current favorite is a plasma infused combat shotgun) means even if I stumble across, say, a Behemoth, I just load up some chems and fucking tear through it.
Only downside is that because I'm ALWAYS in my power armor, I never see my face and the camera occasionally clips through my shoulder armor in dialog.
I have 3 x-series armors and all of them spawned without a right leg. It's annoying.
The one at the top of the tower with 2 robots that attack you. Can't remeber the name off the top of my head.
I've gotten 2 series X and between them gotten all pieces except helmet, which is fine. had been using t-50 helmet but once i finish up this shit on the prydwen im coming back for this suit of t-60. holiday stuff got procrastinated (not by me) almost immediately after i posted lol
I hate how the game looks with the power armor HUD so I can't get myself to use it outside of a couple instances. Plus its OP as shit.
