Limsa has the worst GC/OIC access and the worst mailbox access.
Grid has the worst Inn access (and their market access isn't that great).
Ul'dah has the worst market access.

HOWEVER

If you have retainer/armoire/market/mailbox access in FC housing, then the only things that matter are GC/OIC access and housing access. And beachfront.

So, Limsa wins because beachfront, but other than that, Ul'dah wins.
