If Chicago tries to get Cutty at say, 5 years 60M, 25M guaranteed, does Cutty say yes or take his talents to, um, Cleveland?
If they have no faith in Cutler then obviously you let him walk, but I doubt that's the case. They should probably use the franchise tag to see if he improves with another year in Trestman's offense, then decide if they want to go long-term or not.
It's similar to the Ravens situation. Your QB isn't great, but you REALLY don't want to be one of the teams desperately looking for one.

Matt Ryan was really good last year with healthy receivers and a shit running game. Flacco has been around league average his entire career. Cutler has been making bonehead throws his entire career.
Ryan isn't a stud but he brought the team within a play of the SB without much of a defense or running game.
