They definitely do NOT count as a completion EVERY time they come up. They might count ONCE (since they are a specific set in rotation), but I don't think they do. I cant check atm, but it shouldn't be hard to verify. Just add up all the RoE quests in menu and see what you get.
I said I wasn't sure if it was 393. I know its either definitely more than 389 or it requires one or more of the lesser "Other" quests to trigger. I did all the non "Other" quests before I did all but the very first Other quest (visit the telepoints) and I know for a fact that the final quest didn't trigger until somtime when I was on the Dubersson line (since I completed all of those before checking back with Nantoto and getting my final letter).
You get the "first time completion bonus" and the voucher each time they pop sure. But I really doubt they count towards total every time they pop up (and you get the first time completion bonus) or you wouldn't have everyone capping out RoE at the same Quest completion number (currently 394).
My number hasn't moved up in two weeks since I finished RoE quests and while admittedly I haven't been actively completing the limited time ones I do find it unlikely that in about 2 weeks I didn't randomly complete a single one for the "first time bonus." Again, this is something that is easily verifiable and I will check next time I am able to get on.
Can anyone verify having a higher quest completion than 394 in their log at this time?
Here is the initial batch of evidence supporting my stance (ie Timed RoE Quests do not count towards total)

This shows that the total for all the Menu Quests is 394, which is the number I have said is the cap. There are 7 distinct Timed Quests. If they counted even once then the quest total reported would be higher than 394. So this highly indicates that timed quests do not count AT ALL (not even once, which I had conceded was a possibility before but not anymore)

These SS show time stamped proof of right before and right after a first time completion on my capped character. As you can see my quest total did not go up. This proves that on a character with capped RoE, "First time completion" does NOT raise your quest count

The one thing I can still test for completions sake is to test a "Non-Greyed Out" Timed quest. Since there is still a few hrs before the next Timed quest is pushed through I tested using "greyed out" quests (ie the window had technically passed)

I really doubt the results would be any different because the quest totals from the menu count and the total that multiple people have claimed is their cap are the same which means the 7 timed quests do not count for raising your quest count. However for the sake of completion on my end I will test this the next chance I get.
If you have solid evidence to the contrary to support your stance, please share it as it would be useful information to pre boost quest counts for later unlocks. As it stands, it would seem that the only way to stay current on the RoE "Other" quests is either to complete everything (including the NMs) or wait till more RoE tasks are released to raise the count while skipping some tasks.
Supposing the RoE chainquest will ever reach an ending point (will it ever?) I will gladly accept if some people just have to wait more months to be able to reach the same amount of completed quests but, eventually, manage to "complete" the chainquest the same, whereas other people completed that months before thanks to having all RoE objectives done.
But if it's not like this and you will need to complete all of them to access the ending part... then yes, it will be very very retarded from my humble point of view, especially in light of what they said concerning some of the RoE stuff they added some time ago.
Of course if The RoE quests turn up being just completely an unlinked, standalone, infinite series of quests... then I'll probably change my mind and not care much about it after all.
As I posted above, I am not sure even this is true. There are 394 quests in the RoE menu which is where people are capping out. If the 7 timed quests counted then cap would be 401. However the data I presented doesn't outright disprove this theory. I guess I could activate RoE on a mule if there isn't a level/content requirement and test it there.

I dunno what they said, but it seems you are implying that they said you could get completion even playing casually. I DO agree that NM camping is definitely not in line with that statement. However at the same time I do want to point out that SE has eased the NM pop conditions immensely. I don't know how the situation is on your server, but when I did the NM camps a few weeks ago I was able to complete over 90% with minimal effort in a few days. Out of 50, only 10 or so NMs are a headache (and one of the hardest is being addressed next patch) and only like 4-5 took any real camping effort on my part (Lumberjack, KA took overnight camps for ToD while Serket/Oni Carcass/Biast required camping around 3hrs and I probably got lucky with Argus/Tree as LS people let me know when they were up). I might have gotten lucky but honestly I spent more time doing the Adoulin harvesting BS than I did camping NMs. So all in all, atleast atm its not hard to get the clears you need without a lot of time invested (especially since the NM camping rush has died out at the moment on my server outside of JP time and the nms that drop reforged armor upgrade mats).
Like I said I am not outright disagreeing with what you said or the ridiculousness of some of the NM choices, but as someone who got burnt out on NM camping for years after THF Knife BS, I will say that its NOT as bad as it could be, especially if you can team up with some people for the few BS NMs).
If its any consolation, outside the dialogue from the elf before Quest #5, the rest of it is just random tasks that do not (at this time) seem tied to the storyline. Quest #5 is potentially a nod to the storyline but the rest of it seems random at this time. Ofcourse that could change down the line.
The easiest way to get some of the harder NMs is to just go right after a server maintenance. King Arthro etc, all easiest to get then.
Of course some of the annoying ones that doesn't work on. And I can't speak for others but most the time the maintenances happen while I'm at work so can't go get them

The shields around a Gigas's waist are taken from their enemies, so Pallas's Shield maybe? Shades are generally treated as being villainous, so maybe Master Shield? And Ouschrahd as a term doesn't exist before SoA, so I guess that narrows it down slightly.
What is Ouschrahd? Never heard of it but I'd imagine it's probably something or someone only mentioned in a cs or in some book or something. Also since it says wresting it almost makes it sound like one you have to get yourself so maybe something ex? Maybe parana since it is somewhat involved in a mission and you have to deliver it or something>?
