The description actually says that this is a quest and not a FATE. Most likely similar to the Halloween event with vendors selling the older pieces.

Protip: Port to Limsa housing aethernet then pop outside for marginally quicker way to Red Rooster Stead.

First quest starts in Gridania's Amphitheater, opens up a quest there and in Limsa (plaza south of Aftcastle aether) and Ul'dah (Ruby Road Exchange). Each gives a colored kabuto that you'll bring back to Gridania as proof of completion or something.
