Brown Out During File Transfer Between Hard Drives

I had a brown out while I was transferring a whole bunch of files from one hard drive to another. I see some of the files are on the new while some of them are on the old. I went to resume transfering with the files that have not been moved, however it says

"The action can't be completed because the file is open in System"

It asks me to make a copy of it instead and I dont see the original in the file? Also yes I've restarted my PC quite a few times, this didnt help.

edit: Seems other files are transfering fine just not this one ISO, it might have been the file in question being transferred over while the actual incident happened

edit 2: Apologies for making thread wasn't sure what was the best course of action just saw one about HDD migration but I didn't want to hijack his thread.

    edit 3:

Basically it appears from the original drive that it was located to always be in use by system, every time I go to the other drive it always magically creates a copy of said file in the hard drive as well always stating when i cut and paste to replace the file. I've deleted it like 10 times.

Try outside windows? Download hiren's boot cd or kaspersky rescue disk and give them a go. Both boot to a live desktop that can open ntfs drives for copying (and are both nice to have regardless).

Also, get an uninterruptable power supply. Make that your next purchase sometime. Mine only sees its battery used 1-3 times a year, but it's worth it.

I actually have a UPS but its location would be in my room. It emitted a pretty funny smell as they have lead acid battery and I dont feel something like that should be kept in my room.

Im not quite sure what your suggesting I do with kaperysky of hiren's boot cd, would you mind explaining a bit? This seems like to me both drives think file transfer is in process, or at least the one is.

Something I was thinking about doing is just transferring the rest of the files off the one hard drive that's sending it, formating that hard drive and see if the other hard drive keeps having the issue with the file appearing.

When you overcharge a dry cell, it emits hydrogen gas. Unless you're in a sealed environment though it's generally not a problem.

Both of these are boot cds with rescue software. Kaspersky is primarily antivirus, and damn good, but has a nice live desktop w/browser and hardware detection (can update its definitions), while hiren's has loads of other utilities (might be overwhelming).

You burn the iso, or create a bootable usb drive from the isos, and enter a live desktop environment that is not your windows install. Sometimes the windows installed on the drives can have an issue with the files it is trying to work with. By going outside that installed base, you can have more freedom in what you can do with the files. Hiren's contains a super stripped down windows xp while kaspersky uses some flavor of linux. There are some other boot cds instead of hiren's, like ultimate boot cd, or others based on windows preinstallation environment (WinPE) that can accomplish the same thing.

Though maybe you don't want to go that far: connect the drives to another computer and try getting the file that way. Some other system might be able to get the file.

That can't be a good sign. Mine haven't emitted bad smells ever, but maybe I got lucky.
