Yes, kinda~ You can send friends QR codes and also street pass your Personas on a card. In order to summon though you have to be higher/equal and obviously pay the cost. :>

I don't know how else they could have implemented this system better so this is pretty much what I would have expected for their Guild Card system implementation. XD
For those of you wondering, I have played both paths for quite a ways in on Risky difficulty on my JP file. (Risky = Cause I hate life)
P3 Main is definitely "easier" at the start. Fuuka has dat cure. Plus they have a bigger roster to start with (2 additional characters).
P4 Main knows that struggle. I suspect most people will make sure to have Yukiko in their party for a while. Rise's first skill, "Spotlight" can make a character act first, which is great when I need a cure at the start.
For those wondering how Fuuka and Rise differ... Fuuka is definitely for those who want a support healer. Compare her to your other Navigator who is less on that cure boat.
Rise on the other hand is very different. She changes players turn orders, can make all skills cost nothing for a turn (holy shit), can make your team attack first, and can just straight up nullify all damage for a turn at later levels.
Edit: 30 minutes until I can harass the ever loving shit out of the Gamestop employee.
Sounds pretty great. Can you do stuff like twink out a low level persona with overpowered abilities like in the mainline SMT series like a level 1 pixie with Mediarahan Megidolaon and Spell Master for super cheap cost?
Unfortunately I don't know ;-; I didn't get extremely far enough to attempt spells like that.
FYI: make sure you get the 2 Main Character's to level 55.

P4 side is fucking hard.... desperate for cures for a good chunk.. @_@ Hmmm...
Well, assuming fusion is available and summoning cost via QR code is based primarily on level, you can use same-family level down fusion to take arbitrary strong skill X from a later persona and put it onto a super cheap one to call in on your new game. I know in P3/4 some of the Velvet Room requests require you to do this but don't have too much utility apart from giving you quest clears; here you might be able to borrow your strongest skills from your JP playthrough at minimal cost if it works.
The main story stays the same.
The characters will treat your MC the way you would expect 2 casts of characters to bump into each other to act. Without spoiling it, if you like the P4 cast, you should pick that MC and vs versa.
The whole group will interact with each other, but you will notice your cast is definitely "highlighted" more.
Does that make sense?
